Applies to Digital Signer Service (NIC eOffice DSC Signer) 7.0.6

Quick answer

eOffice signs with your DSC through NIC's Digital Signer Service, a program that must be running on your PC on port 55103 (55101 for the old 4.1 series). If eOffice says the service isn't running, start it from its desktop icon and look for its icon in the system tray. Then open https://eoffsigner.eoffice.gov.in:55103/check/isLive in your browser: 'Success' means the service is running. If it won't start, NIC's user guide says to check whether another program is already using port 55103.

What the error means

eOffice can't talk to your USB token directly from the browser. It hands the signing job to NIC's Digital Signer Service, which runs on your own computer and listens on HTTPS port 55103. NIC's user guide notes that the older Digital Signer Service 4.1 uses port 55101. When eOffice reports that the signer service isn't running, the browser couldn't reach that local service. Either it isn't started, something else holds the port, or the browser doesn't trust the service's certificate.

Our Digital Signer Service page links NIC's installers.

Before you start: the right version

The eOffice download page (services.eoffice.gov.in, DSC section) currently lists version 7.0.6 for Windows (64-bit ZIP), Mac and Ubuntu, with a User Guidelines PDF. NIC's guide was written for 7.0.0, so the version number in icon names on your PC may differ. NIC's minimum requirements are Windows 10 or later, macOS 10.7 or later or Ubuntu 18 or later, plus a free port 55103. The download page asks you to uninstall any old installer before installing the latest one.

Step 1: start the service

  1. Double-click the desktop icon named Digital Signer Service (for example "Digital Signer Service 7.0.0").
  2. Wait a few seconds. NIC's guide says the service icon then appears in the system tray at the bottom-right of the screen. That icon means the service is running.
  3. To open or stop it later, right-click the tray icon and choose Open or Stop.

After a normal installation it starts automatically whenever Windows starts.

Step 2: confirm it's live

Use either check from NIC's guide:

  • In the installer folder you extracted, open the Pre-requisites folder, open DigitalSignerServiceTest.html in your browser and click Check Digital Signer Service Status.
  • Or open https://eoffsigner.eoffice.gov.in:55103/check/isLive in your browser. A Success message means the service is running.

Step 3: if it still won't run, check port 55103

NIC's troubleshooting section covers "Service is not running even after starting manually":

  1. Open Command Prompt and run netstat -ano | find "55103". If a line comes back, something is using the port. The number in the last column is its process ID (PID).
  2. Find that PID in Task Manager (Details tab) to see which program it is.
  3. NIC's guide stops the conflicting process with taskkill /f /pid [PID], using the PID you found. Only do this when you know what the program is. On an office PC, ask your IT administrator first.
  4. Start Digital Signer Service again from the desktop icon.

The ZIP also contains Check_System_Details.bat. Run it before installing: NIC says it checks whether Java is found and whether port 55103 is free. NIC's first troubleshooting step for "service not running after successful installation" is to check that Java is installed properly and then restart the service.

Step 4: make the browser trust the service

The service uses a self-signed SSL certificate, and NIC says browsers may not trust it automatically:

  1. During installation, choose Yes on the Install SSL Certificate screen. NIC's guide says signing needs the certificate.
  2. If you skipped it, import the certificate yourself. In the installer's Pre-Requisites folder you'll find eOfficeCA2022.der / eOfficeCA2022.cer.
  3. In Chrome: Settings → Privacy and security → Manage certificates, open the Trusted Root Certification Authorities tab, click Import and pick the certificate. Edge uses the same Windows certificate store. Firefox keeps its own list, so import it under Firefox's Authorities tab as well.

The PC also needs internet access. NIC's guide says that if the certificate revocation check can't run, the application can't do registration, authentication or signing. On closed networks, the system administrator has to keep updated CRLs at the CRL download location.

Step 5: if the token or certificate isn't listed

  • NIC notes that if the token is pulled out, or isn't plugged in properly before signing, you may have to restart the service manually. Plug the token in first, then start the service.
  • On Mac and Ubuntu, use Add New Token in the service window (token name and token path), then tick the option to register it as the default token. NIC says setting a default token is mandatory for signing.
  • Problems with the token hardware itself go to the token vendor, as NIC's guide says. Our DSC token driver guide helps you find the right driver.

Troubleshooting at a glance

  • Tray icon missing → start the service from the desktop icon (Step 1).
  • isLive page doesn't show Success → check port 55103 (Step 3).
  • Browser shows a certificate warning → import eOfficeCA2022 (Step 4).
  • Service runs but signing fails → check internet access for the revocation check (Step 4) and the token (Step 5).
  • Two versions installed → NIC says both versions can run side by side if your applications need them. For eOffice, use the version NIC currently lists.

eOffice में 'Digital Signer Service not running': port 55103 जाँचें और ठीक करें

NIC के troubleshooting सेक्शन में "Service is not running even after starting manually" के लिए यह तरीका है:

ZIP में Check_System_Details.bat भी है।

इंस्टॉलर के Pre-Requisites फ़ोल्डर में eOfficeCA2022.der / eOfficeCA2022.cer मिलेगा।
  3. Chrome में: Settings → Privacy and security → Manage certificates, फिर Trusted Root Certification Authorities टैब खोलें, Import पर क्लिक करें और सर्टिफ़िकेट चुनें।
