Register or update DSC on the GST portal: steps and fixes for common error messages

Before you start

The GST portal's own requirements for signing with a DSC:

• a valid Class 2 or Class 3 DSC that is PAN based (GST registration of DSC is PAN based);
• the DSC on a hard crypto token — the portal says it supports only crypto tokens installed in hard tokens;
• the token's driver from your Certifying Authority, and the portal's signer utility, emSigner, installed with administrator rights;
• Java — the system page lists Java 1.6 (JRE 1.6.0_38+), 1.7 or 1.8, and GSTN's September 2026 advisory for emSigner v3.3 asks for Java 1.8, saying Java 9 and above are not supported;
• one free local port out of 1585, 2095, 2568, 2868 or 4587;
• a desktop browser — signing with DSC is not supported on mobile devices.

Register or update your DSC (existing registration)

These steps are from GSTN's *Register DSC* manual and FAQ on tutorial.gst.gov.in:

1. Plug in the DSC token and start emSigner with Run as administrator.
2. Log in to gst.gov.in, click your user name at the top right and choose My Profile.
3. Click Register/Update DSC (under Quick Links).
4. In PAN of Authorized Signatory, select the PAN you want to register. Only a PAN given in the registration form can be used.
5. Tick I have downloaded and installed the signer and click PROCEED.
6. Select your certificate, enter the token password when asked, and click Sign.
7. You should see "Your DSC has been successfully registered".

For a new registration, the same screen is reached after logging in with your TRN and OTP, through Services → User Services → Register / Update DSC.

Error: "Failed to establish connection to the server. Kindly restart the Emsigner"

GSTN's fix: if emSigner is running, stop it and start it again as Run as administrator; if it isn't running, start it as administrator. If the websocket window isn't visible after you click PROCEED, click the emSigner icon in the taskbar, or restart the emSigner server.

Error: "Sorry! Digital Signature Certificate Missing…"

Make sure the token is plugged in and its driver is installed. If it is plugged in and you still see this, GSTN says to uninstall emSigner before installing any new emSigner, and to check the certificate itself: open the certificate in the Windows certificate store, go to Details → Key Usage. It should read "Digital Signature, Non-Repudiation". If it reads "Key Encipherment", that is an encryption certificate — remove it from the Windows store so the signing certificate is picked instead.

Error: "This application requires a Java Runtime Environment 1.6.0"

Java is missing. Install a supported Java version (1.8 for emSigner v3.3) and start emSigner again.

Error: "PAN No verification failed, Please select the valid certificate to sign."

The PAN inside the DSC doesn't match the authorised signatory PAN you selected. Pick the right PAN in the drop-down, or confirm the PAN in the certificate with the Certifying Authority that issued it.

Error: "Selected certificate is not a PAN based certificate…"

The certificate has no PAN. You need a PAN-based Class 2 or Class 3 DSC; a certificate linked only to Aadhaar or e-mail won't register.

Error: "The DSC you are trying to affix is not registered at the portal"

You are signing a return or form with a DSC that hasn't been registered, or a renewed DSC replaced the registered one. Go to Dashboard → Register/Update DSC and register the current certificate.

Firefox and the websocket

GSTN notes that Firefox normally needs manual intervention: open https://127.0.0.1:1585 (or the port emSigner started on), click Advanced, then Add Exception and Confirm Security Exception. Check that the port matches the one emSigner shows.

Still stuck?

• Make sure only one signer utility is running and one of the five ports is free.
• Check the DSC is within its validity period.
• Use the latest emSigner from gst.gov.in/help/docsigner only.
• Raise a ticket on the GST helpdesk, as GSTN's advisory suggests.
