Our verdict
cVIGIL lets any citizen report Model Code of Conduct or election expenditure violations with a live photo or video that is time-stamped and location-tagged automatically, so flying squads can reach the spot. It is useful only while an election's code of conduct is in force. The standalone Android app was still on Google Play (last updated March 2026), and ECI's newer ECINET app is meant to bring cVIGIL and its other apps together. We found no standalone iOS citizen app — iPhone users should use ECINET.
